FSSAI Ensuring Availability of Blended Edible Vegetable Oil with AGMARK Certification

The FSSAI has issued a notification dated 29 June 2020 regarding the Enforcement and Surveillance drive to ensure availability of blended edible vegetable oil (BEVO) with AGMARK certification.

The standards for blended edible vegetable oil (BEVO) have been specified under the sub-regulation 2.2.1 (24) of the Food Safety and Standards ( Food Product Standards and Food Additives) Regulations 2011 and the labelling requirements for the same have been stipulated under sub-regulation 2.4.2 (11) of the Food Safety and Standards (Packaging and Labelling) Regulations 2011. Further sub-regulation 2.3.14 (11) of the Food Safety and Standards (Prohibition and Restrictions in Sales) Regulations, 2011 provides that blended edible vegetable oil shall be sold or offered for sale only under AGMARK certification mark.

The Directorate of Marketing and Inspection (DMI) an attached Office of the Department of Agriculture, Cooperation and Farmers Welfare have brought to the notice of the FSSAI that a large number of manufacturers of BEVO have obtained FSSAI licenses without AGMARK certification, whereas it is mandatory for the production and sale of BEVO in the country as per FSSAI Act, Rules and Regulations made thereunder. Further, it has also been reported that some Food Business Operators are packing combinations of blends without FSSAI license.

In view of the above, the FSSAI has requested all Commissioners of Food Safety in the States/ UTs and Central Licensing Authorities to carry out enforcement and surveillance drives and to initiate appropriate action as per provisions of the FSS Act, 2006 Rules and Regulations made thereunder against such Food Business Operators manufacturing and selling blended edible vegetable oil with AGMARK certification mark or FSSAI license. Information regarding grant, renewal, suspension or cancellation of the FSSAI license in respect of BEVO may be provided to the DMI at the email id dmiqc@nic.in in the future. The FSSAI has also requested that the action taken report may please be sent to the Regulatory Compliance Department of the FSSAI.
