FSSAI Drafts Amendments Related to Prohibiting Blending in Mustard Oil

Through a notification dated 10 November, 2020 the FSSAI has proposed the draft amendment on Food Safety and Standards (Prohibition and Restrictions on Sales) Amendment Regulations, 2020 related to prohibit blending in Mustard Oil. The FSSAI has also invited objections or suggestions, if any, which may be addressed as per format to the Chief Executive Officer, Food Safety and Standards Authority of India, Food and Drug Administration Bhawan, Kotla Road, New Delhi – 110002 or e-mailed to the following regulation@fssai.gov.in within 60 days from the above mentioned date. Draft Regulations

These regulations may be called the Food Safety and Standards (Prohibition and Restrictions on Sales) Amendment Regulations, 2020. The proposed amendments have been made in the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011.

  • Proposed amendment is under regulation 2.1 relating to “Sale of certain admixtures prohibited”, in sub-regulation 2.1.1 new clause, number (11) has been added, for which sale of admixtures is prohibited

(11) Any Multi sourced edible vegetable oil containing Mustard Oil manufactured on or after 1 October, 2020.”

  • Proposed amendment in regulation 2.3 relating to “Prohibition and Restriction on sale of certain products”, in sub-regulation 2.3.14 (Restrictions relating to conditions for sale) in clause (11) for the words “Blended Edible Vegetable Oil” wherever they occur, the following shall be substituted, namely: “Multi sourced edible vegetable oil”

The amended clause will read as follows

(11) The Multi sourced edible vegetable oil shall not be sold in loose form. It shall be sold in sealed package weighing not more than 3 [15 Kilograms]. The container having Multi sourced edible vegetable oil shall be tamper proof. It shall also not be sold under the common or generic name of the oil used in the blend but shall be sold as “Multi sourced edible vegetable oil”. The sealed package shall be sold or offered for sale only under AGMARK certification mark bearing the label declarations as provided in the Regulations besides other labelling requirements under the Regulation 2.4.2 of Food Safety and Standards (Packaging and Labelling) regulations, 2011.
