What does FSSAI Food Business Operator mean?

Who is an FBO - Introduction

FBO stands for Food Business Operator.

Any individual or organization involved in the business of manufacturing, processing, storing, trading, catering, packing and labelling, selling, exporting, and importing of food and other edible items are known as FBOs.

The FSSAI (Food Safety and Standards Authority of India) is a legal body that issues food licenses to various Food Business Operators(FBOs).

FSSAI registration or license number is a 14-digit number. Every FBO needs to print this 14-digit number on the packages of the respective products.

The type of registration depends on factors like the size of the production, turnover, nature of activities involved etc of the FBO.

Many operators like traders, manufacturers, restaurants, grocery vendors, importers, and exporters are mandated to hold an FSSAI license.

When an individual or an establishment holds an FSSAI license, it is an assurance that the products they deal with, have undergone the stipulated quality checks, thereby reducing the chances of delivering adulterated or substandard products.

Who Have to Procure an FSSAI License?

The Food Business Operators in the following lines of business are mandated to hold an FSSAI license:

  •   Small retail shops producing or selling snacks, bakery or confectionary items.
  •   Hawkers preparing fresh food on the move and selling the same using movable carts
  •   Food stalls or street hawkers that are operating permanently or temporarily and are preparing, distributing, storing, and  selling food products. Stalls and shops such as golgappa stalls, chat shops, vegetable and fruit vendors, coffee and tea shops, snacks stalls, bread pakkoda stalls, samosa shops, chinese noodles shops, South Indian food stalls, sweet and juice shops etc
  •   Various processing units dealing with the processing of vegetable oil, meat, fish, etc
  •   Milk vendors, milk chilling units, milkmen who deliver milk and milk products on a daily basis
  •   Slaughtering houses that provide meat such as mutton, chicken, lamb meat, etc
  •   Manufacturers and processors that handle repacking of food
  •   Proprietary or novel food businesses
  •   Facilities that carry out storage using cold processing techniques for food items
  •   Individuals or organizations that handle the transport of food items using specialized vehicles such as refrigerated vans or     wagons, tankers that carry milk, food wagons and trucks, etc
  •   Wholesale or retail suppliers, distributors, individuals, and organizations that handle the marketing of newly launched food products
  •   Individuals or organizations that handle the transport of food items using specialized vehicles such as refrigerated vans or    wagons, tankers that carry milk, food wagons and trucks, etc
  •   Various import and export agencies dealing with food and other edible items
  •   Common places such as hotels, restaurants, bars, snack kiosks
  •   Canteens, mid-day meal outlets, and cafeterias
  •   Agencies dealing with food vending
  •   Outlets like banquet halls, dhabas, caterers, home-based bakers and food outlets, food stalls in fairs and religious establishments
  •   Cloud kitchens and e-commerce food suppliers.

FSSAI License For Cloud Kitchen

Cloud kitchens have gained significant popularity in the online food delivery business.

But what is a cloud kitchen?

It is a commercial kitchen where food is prepared only for delivery or takeout.

A restaurant that does not have physical premises where it serves food and they have a base kitchen from where the food is conveyed to the client’s doorstep.

Cloud kitchens receive food orders through an online platform and deliver food at the customer’s place.

FSSAI mandates the registration of all Food Business Operators (FBOs) including the cloud kitchen.

Thus, the FSSAI license is mandatory for cloud kitchens.

Depending on the annual turnover, cloud kitchens can obtain the FSSAI Basic Registration, FSSAI State License or the FSSAI Central License.

Cloud kitchens can apply for FSSAI Licenses/Registration through the FoSCoS portal.

Upon submission of the license/registration application, the respective department will verify the application and scrutinise the documents submitted.

When the department is satisfied that the cloud kitchen meets all the required criteria, it will grant an FSSAI registration certificate with the registration number to the applicant’s email ID.
